They've actually had this open for some time now - I'm somewhat surprised they haven't already got 400 "reservations". A clerk at DMV told me about this plate pending months ago when I inquired about plates available to various categories of veterans (I never trust their or most other websites to be up to date).
Most likely, the inability to get 400 reservations so far is from a lack of awareness. For how many folks are eligible for this plate, you'd think they would have had 400+ applicants in short order.

Range You are right. I put in for mine a month ago and figured it would be full within a week if it wasn't already. I was shocked to find out it wasn't. I haven't seen this advertised much and part of the problem is what E talked about in his article. I have found it difficult to get the various organizations to communicate to each other. To date I have not received correspondence from the VFW or American Legion on this. Nothing from PGR and only Rolling Thunder has put something out that I am aware of. Sometimes our independent streak works against us.

If you are 100% disabled take the letter you received with your decision entitling to your Handicap Veteran plates and don't forget to ask for the wheel chair sticker.
